Delta State Governor, Rt. Hon. Sheriff Oborevwori, on Thursday, signed seven bills into law, including the pivotal Delta State Electricity Power Sector Bill, 2024. He characterized this legislation as a “game changer” for the state’s drive towards rapid industrialization.

The other bills receiving his assent were: the Delta State Physical and Regional Planning Bill, 2024; the Delta State Film and Video Censor’s Board Bill, 2024; the Registration and Regulation of Private Veterinary Clinics (Amendment) Law, 2024; the Child Rights (Amendment) Bill, 2024; the Delta State Pet Control and Responsible Ownership Bill, 2024; and the Delta State College of Health Technology, Ovrode Bill, 2024.
Governor Oborevwori commended the House leadership for their diligent work in passing these crucial bills, which are designed to tackle pressing issues, address challenges, and ultimately enhance the quality of life for the people of Delta State.
He stated, “We have just witnessed the signing into law of seven Bills aimed at advancing Delta State through our MORE Agenda.”
“The laws I have just assented to are particularly significant, especially the Delta State Electricity Power Sector Law 2024. I am particularly pleased to give my assent to this law.”

“We have established the legal framework necessary to unlock a wide range of investment opportunities in power generation, transmission, and distribution.”
“Delta State is now open for potential investors in this sector to capitalize on these opportunities. I believe this bill, which I have signed into law today, will greatly improve our power sector, which is essential for any investment.
“Power is a critical factor, and I can confidently say that we now have both the population and the legal framework for investments to flourish. The State is now primed for investments.”
The Governor emphasized that the Child Rights Amendment Law 2024 provides greater protection for children.
“From now on, no child should be employed or used for domestic help outside their own homes or family environment.”
“This law also establishes an Adoption Service Department within the Ministry of Women Affairs, Community and Social Development to address the challenges faced by prospective adoptive parents. Our children are our future and must be safeguarded.”
“These bills that have been signed into law will protect our vulnerable populations, improve the quality of life, promote sustainable development and environmental protection, attract investment, and increase our Internally Generated Revenue (IGR).”
“We must recognize that our work is not yet complete. We must now ensure the effective and efficient implementation of these laws. I, therefore, urge all stakeholders to collaborate to guarantee successful outcomes.”
Earlier, the Speaker of the State House of Assembly, Rt Hon Emomotimi Guwor, while presenting the bills, congratulated Governor Oborevwori on the extensive construction projects across the state. He noted that Deltans are pleased to be receiving good value for the funds allocated to these projects.
He also mentioned that the input of Deltans was sought through the submission of memoranda during the House public hearings on the new bills, prior to their passage.
