Okuwe, currently the Executive Assistant to the Executive Director, Project, is alleged to be handling sensitive files and exerting significant influence within the commission despite his retirement. This has sparked concerns about the commission’s hiring policies and the potential for ethical violations.
Stakeholders argue that while Okuwe may possess valuable experience, his continued presence within DESOPADEC after retirement could create an uneven playing field and hinder the growth of other qualified individuals. Concerns have also been raised about potential conflicts of interest, with allegations that Okuwe may be involved in contract execution, potentially limiting opportunities for other stakeholders.

The issue has gained public attention, with investigative journalist publicly accusing the board chairman of corruption on social media.
An anonymous stakeholder emphasized the importance of adhering to civil service guidelines and regulations. They stated, “The governor must ensure that the leadership of DESOPADEC follows the guidelines and regulations set forth in the civil service. Any deviation from these principles can harm the reputation and credibility of the commission.”
The stakeholders’ concerns highlight the importance of transparency, equity, and accountability within DESOPADEC. They believe that retaining Okuwe’s services could create an unfair advantage and potentially lead to ethical violations.
While some argue that Okuwe’s expertise is valuable, others maintain that his continued presence within the commission after retirement is inappropriate and could hinder the professional development of younger employees.
The stakeholders are calling on Governor Oborevwori to investigate these concerns and take necessary action to ensure that DESOPADEC operates ethically and fairly. They urge the governor to direct the board chairman to adhere to civil service regulations and prioritize transparency and equity in all its operations.
